Day 5: Rohingya and Population Census in Arakan

1- Maungdaw Township Arakan State
- On 3rd April 2014, census enumerators together with military and security force visited the villages of Lay Kun Dan in the morning and Mong Tola in the afternoon resepectively. Both the said villages fall under Alay Than Kyaw (Haisshu Rata) village tract, southern Maungdaw. The team left the villages as Rohingyas demanded to allow them to claim their ethnic identity.
- Meanwhile, around the same time, another group visited the villages of Fayzi of Quarter 2 and China Fatti of Quarter 1, Maungdaw. And yet another group visited Shitaylla village of Myoma Kayintan (shidda fara) village tract. Similar situations took place. (Tun Win Report)

Military Torture Rohingya Youths for their Rohingya Claims
- Around 8:30AM on 2nd April 2014, one crew of census enumerators together with more than 150 Military and Security Force visited the village of Ngan Chaung (NaingChong) for Census survey. As the villagers claimed 'Rohingya' as their ethnicity, the military started beating Rohingyas. Besides, they also arrested 7 Rohingya youths and took them to army custody in their camps. There too, the youths were tortured. They still claimed with bravery 'we are Rohingya, we are Rohingya...' (Kyaw Lin Tun Report)

During their Census Operation, Security Force Seize Prawns Netted by a Rohingya Boy
A crew of census enumerators together with military and security force made to the village of U Kyi Kya in northern Maungdaw around 1:30PM on 2nd April 2014. On the way, the security force enocountered Shafiullah (son of) Hamidu Rahman, a 13-year-old Rohingya boy from the village, with 3KG of Giant Tiger Prawns (Kular Bazzun) he had netted from a nearby river. Three military and six security force seized all the prawns and gave just Kyat 3000 in return. When the boy said there were 3KG of prawns worth of Kyat 30,000. The security force threatened "if you talk more, we will even seize your fish net." (Sindhi Khan Report)

Security Force Attempt to Stab a Rohingya Taxi Driver
A crew of census enumerators and security force visited the Natala Rakhine village of the Tharay Kunbaung (Sair Kunbaw) village tract, southern Maungdaw, on 2nd April 2014 afternoon. Around 5:30Pm, on their way back to their temporary shelter at the Kaing Gyi village of Zawmadat (Laambaaguna) village tract, the taxi carrying the Security Force had a flat tyre. Therefore, the taxi driver told the security force he would be unable to carry them any further. As soon as he said so, then a Hlun Htein got out of the taxi and punctured the remaining tyres with a waist knife he had. Besides, he attempted to stab the driver as well. At the end, the helpless driver had to send the Hlun Hteins in the taxi with flat tyres to their destination. The name of the taxi driver is Abdullah (son of) Mv Wariz and he is from the village of Tharay Kundan (Kunnia Fara) of the Zawmadat village tract, southern Maungdaw.
Worst, the security force did not hire the taxi but forced the driver to carry them around without any taxi fares. (C R MYARF Report)

2- Sittwe (Akyab) Township, Arakan State
- A crew of 150 Military, 250 Police and Security Force, 150 Census Enumerators and other concerned authority visited IDP camps at the village of Ohn Taw Gyi and the village itself in Sittwe (Akyab) township around 8:00AM on 3rd April 2014. As usual, they inquired its people of their ethinicity. The people replied 'Rohingya.' Just some Kaman ethnic groups were able to complete all the 41 questions in Ohn Taw Gyi Camps 4&5. Afterwards, the team left without carrying out census at 12:00 noon of the day.
Dividing themselves into many groups, each of them simultaneously visited Chan Thar Goon IDP Camps and Chan Thar Goon village, Fwe Ra Goon IDP Camps, Se Thama Gyi IDP Camps and Se Thama Gyi villages at 1:30PM of the day. In these places, the groups only inquired the people of their ethnicity. As people replied as 'Rohingya,' they left the respective places at 2:30PM of the day. (Saed Arkani Report)

3- Buthidaung Township, Arakan State
- Around 9:30AM on 2nd April 2014, a group of 20 census enumerators and 40 security forces visited the village of Oo Hla Phay of Buthidaung township. They visited almost every household. Every household claimed its ethnicity to be 'Rohingya.' So, they team left the village at 4:45PM without carrying out the census. (Kyaw Lin Tun Report)

4- Kyauktaw Township, Arakan State
Around 7:50AM on 3rd April 2014, a crew of census enumerators together concerned authority and security personnel visited the village of Taung Paung (Fanong Fara) in Kyauktaw township to survey census. They didn't visit house by house on the day. Instead, they summoned 15 representatives from Taung Paung (Fanong Fara) and other 15 representatives from Radana Pun (Nai Rong) and asked them if they would like to be registered as Bengali. People, like before, replied they would participate only they were allowed to claim Rohingya. So, as usual, the team left without carrying out census. Later, they left the village saying that they had to visit some other villages. (Kadir Report)
