Report on the Burning of Rohingyas’ Shops in Northern Maung Daw (With Photos and Videos)

Maung Daw, Arakan: At around 12:15AM on 30th October 2013, some unknown people torched the market of Bawli Bazaar (Kyein Chaung), northern Maung Daw. More than four hundred shops belonged to Muslim Rohingyas were set ablaze.
A local of Kyein Chaung reported the whole account of the blaze of the shops as follow.
“At around 12:15AM, the fire started from the roof of an electronic accessories shop at the north-eastern corner of the bawli bazaar market located nearby Kyein-Chaung monastery and Rakhine neighborhoods.

1- Rohingyas’ Shops in Kyein Chaung Catch Fire
The shops owned by Rohingyas at the market of the village of Bawli Bazaar (Kyein Chaung) in northern Maung Daw started to catch fire at about 12PM on 29th October 2013. The fire was put out around 2AM on 30th October 2013. During approximately three hours of buring, half of the numbers of the shops in the market turned into ashes, while other halves got damaged when people trying to put out the fire.

Money extortion from Rohingya people by Myanmar authority is nothing new. Countless reports have been made. However, recently, the different departments of the authority in Maung Daw and Buthidaung have expanded their money extortion businesses. They are, today, doing it as if they are set free by the central government of Myanmar to do so and survive on that without government's salaries. No has been taken against those departments that frequently extort money from Rohingyas. Mentioned below are some examples.

1- Two Rohingyas in Rathedaung Believed to Have Been Killed
Rafique S/o Muzaffar (Age 35) and Abdussalam S/o Sayed Kabir (Age 40) hails from the village of Sin Gyi Pyin, Rathedaung Twonship, went to the forest to get fire woods and logs during mid-September, 2013. They have not returned home yet.
Therefore, their respective family members are still on look for them. However, they have not been found out yet. Their families anxiously said that they might have been killed by the Rakhine terrorists residing in the forests.

Kyauktaw, Arakan: Rohingya Muslims in Kyauktaw township are living in fear of the potential terror attack by Rakhine terror again. A fight between five Rakhines and five Rohingyas took place on 18th October 2013. However, Myanmar authority has arrested five Rohingyas, while no Rakhine has been arrested relating to the fight.

Maung Daw, Arakan: At around 11PM on 10th October 2013, two Myanmar military from Battalion 345 raped a Rohingya woman at eastern Kammouk-Seik (Fakira Bazaar), northern Maung Daw. 
 "At around 11PM on 10th October 2013, two military from the battalion 345 arbitrarily raided the house of Mohammed Tayyub S/o Abul Qasim in his absence at eastern Kammouk-Seik (Fakira Bazaar), northern Maung Daw. The two military started harassing his wife, Safiyah D/o Imdad Hussain, and eventually raped her.
When she shouted out for help, the neighbors came for her rescue. The people tied up the two military and later handed them over to the village administrator, Tun Tun, who happens to be a Rakhine extremist.

The world witnesses how Myanmar government frequently attempts to forcibly Bengalize Rohingyas in Arakan. Hence, in this regard, authority in Maung Daw District is now taking pre-emptive actions to completely wipe out ‘Rohingya’ identity during 2014 Population Census all over Myanmar.
This time, many district-level officers attended the monthly meeting with the village administrators held at the office of Maung Daw Administration at 1:30PM on 3rd October 2013. The officers attending the meeting were the head of the Maung Daw District Administration (U Aung Myint Soe), the head of Maung Daw Township Administration (U Kyi Than), the head of Maung Daw District Police (U Shwe Thein), Commissioner of Hlun Hteins (Security Force) [at the former NaSaKa Headquarter in Kyi Kan Pyein (Khawar Bil)], Maung Daw District Legal Advocate and Maung Daw District Immigration Head. (Note: Maung Daw District includes both Maung Daw Townships and Buthidaung Townships.)

1- Hlun Hteins (Security Force) Beat Rohingya Lorry Drivers and Attempt to Loot Bags of Rice
Around 4PM on 8th October 2013, Hlun Htein (Security Force) at the U-Daung post stopped a lorry transporting some bags of Rice owned by World Food Programme (WFP) to the village of Aan-Daang (Inn-Din), southern Maung Daw. Then, Hlun Hteins asked for Kyat 500 from the lorry driver, Dil Mohammed S/o Noor Mohammed (from Myoma-Kayindan), to go through the check-post.

What immediately comes to your mind when you hear terms such as "a travel permit " or "a stay or residence permit?" A travel permit may be a document that a citizen of a particular country requires to travel to a foreign country. Similarly, a residence permit is a permit document issued to a foreigner for stay in a particular country. Except for travelling to some restricted zones, hardly does any citizen of a country in any a part of the world need a travel document to travel other parts of his/her own country and stay-permit to stay within the country's border. Nevertheless, since 1990, Myanmar authority has been imposing a severe travel restriction on Rohingya community in western Myanmar in order to confine them within their own villages ot townships, or Arakan state, the largest area within which Rohingya people can dream of moving around.

Deputy Head of the Department of Finance and Revenue Maung Daw, U Khin Moe Lwin, is collecting arbitrary tax from Rohingya Businessmen, fishery owners and shop-owners. The Government of Myanmar rules that 10% income tax should be paid by the businessmen, traders, shop-owners and others. However, the deputy head is forcing Rohingyas to pay 12% income tax which is against the rule of central government.
Moreover, order from the central government of Myanmar only is only to collect income tax for this year. Despite the income tax amnesty by the central goverment for 2012 due to the violence and economic instability, U Khin Moe Lwin, is forcibly collecting income tax from Rohingyas for both 2012 and 2013 on top of the 2% extra tax charge on 10% regular income tax.
